I just found the Seattle municipal code pertaining to parking strip maintenance, I'm posting it here because AM/PM is CONSTANTLY in violation of this law by simply not picking up the trash that accumulates around their store.
The Seattle Municipal Code (SMC)
10.52.030 requires the adjacent property
owner or tenant to maintain the vegetation
that impacts the sidewalk and planting strip
area immediately adjacent to their property.
